Rawabi - a Palestinian settlement?

A report in an Israeli newspaper, about the Jewish National Fund helping to plant trees for Palestinians (eek), pointed me to this project:

If this plan does go through, do you think that it will result in the same kind of land-grabs from poor surrounding villages that is the usual collateral damage these projects, finally clarifying the class nature of the land struggle? It seems like downright gentrification, though details are a bit sketchy at this time. Anyone else heard of this?
