It claims there are "councils" organized from bottom in liberated sectors of Syria. Unfortunately, I could only find them contrasted against ones in Rojava, in the quotes below:
We are far from the dynamics from below of the popular councils established in various “liberated” regions of Syria since 2011 with the involvement of local popular forces in the management of various sectors of the society. The Kurdish autonomous regions are on their side more led by dynamic from above and controlled by the PYD. The many portraits of the Kurdish PKK leader Abdullah Öcalan that cover the walls of government centres of Rojava symbolize this fact.

In comparison with the popular councils that were established from below in the liberated areas of Syria by the revolutionaries, which are real example of self-administration, in the case of Rojava it is more a dynamic from above, led and controlled by the PYD.

So basically does anyone know anything about them?
1) Are they still around? Do they have any real power?
2) How bottom-up are they ? Who supports them? According to what ideology? What is the source of them?Are they established by revolutionaries? Which revolutionaries?
3) How big are they? How inclusive are they ?
4) If they exist and important why we do not hear much about them?
Let's discuss not Rojava here again. I think it can be good to know more about these if they really exit.
There's this article on Omar Aziz - see also the footnotes and other articles on the same blog. I've no idea how much this actually amounted to or whether there are any structures that have lasted. Maybe the writer of the article could tell you more.
